Motorcycle Licence in Malaysia — B2, B Full & Conversion Guide
· Roda Editorial · Updated
To ride a motorcycle on Malaysian roads you need a licence of the right class for the bike's engine size. Most new riders start with a B2 licence for smaller bikes; riders who want bigger bikes need the full B licence. This guide explains the classes, the steps from learner to full licence, how upgrades work, and how to convert a foreign licence.
Rules and fees change. This guide reflects JPJ information as of October 2026. Check JPJ's official channels or a driving institute before you register.
Licence classes for motorcycles
- B2: motorcycles up to 250 cc. This covers most kapcai underbones, scooters such as the Yamaha NMAX, and small sport bikes.
- B (full): motorcycles of any engine capacity.
- B1: previously covered motorcycles up to a middle capacity. According to JPJ's FAQ on its licence transition programme, new B1 applications at driving institutes have ended.
Check the engine capacity on the bike's registration record before you buy, and make sure your licence covers it. Our kapcai buying guide and Yamaha NMAX guide cover popular B2 bikes.
From learner to full licence
1. Theory (KPP01)
Register with a driving institute. KPP01 is the theory module: a course followed by a computer-based test. According to JPJ's KPP FAQ, a KPP01 pass is valid for one year. From 5 October 2026, new KPP01 bookings are made through KPP centres at driving institutes.
2. Learner licence (LDL)
After passing theory, you apply for a learner driving licence (LDL). JPJ says the minimum age for a B2 or B learner licence is 16. The LDL is issued for three or six months at a time and can be renewed up to a total of two years. If you do not pass within that time, you have to repeat the training and tests.
While on an LDL, follow the learner rules JPJ sets, including displaying the L plate.
3. Practical training (KPP02 and KPP03)
- KPP02: practical training on the institute's circuit.
- KPP03: practical training on the road.
JPJ's FAQ lists the minimum training hours for each class. Your driving institute will schedule them.
4. Competency test
The final test covers circuit and road riding. Once you pass, you receive a probationary licence.
5. Probationary licence (P)
The probationary (P) licence lasts two years. Display the P plate and follow the probation rules. Offences during probation can lead to the licence being revoked, so ride carefully. After the probation period, you can apply for a competent driving licence (CDL).
Upgrading from B2 to B
To ride bikes above 250 cc, you need the B class. Adding a class does not mean repeating the theory module, according to JPJ's KPP FAQ, but you need the practical training and the test for the new class.
JPJ has also run a transition programme for long-time B2 and B1 holders, which according to its FAQ applied to riders who had held a CDL in that class for at least ten years. Check JPJ's current announcements to see whether the programme is open and what it costs.
Converting a foreign licence
If you hold a valid foreign licence, you may be able to convert it to a Malaysian licence instead of starting from scratch. JPJ's conversion checklist asks for documents such as:
- Form JPJL1 and the related appendix.
- Your valid foreign licence.
- A letter from your embassy or the issuing authority, or a licence record, where required.
Processing time depends on whether your licence is exempt from the full test requirements under the driving licence rules. Ask JPJ before you apply.
Digital and physical licence
Your licence is available in digital form in the MyJPJ app. Since 23 January 2026, you can also ask for a physical licence card without showing proof of overseas travel, for a fee.
Riding without the right licence
Riding without a valid licence, or with a licence that does not cover the bike, is an offence. It can also affect your insurance claim after an accident. Check the policy wording with your insurer.
Before you buy your first bike
- Confirm your licence class covers the bike.
- Buy a SIRIM-labelled helmet that fits. See our helmet guide.
- Insure the bike and renew road tax in your name after the transfer. See road tax renewal.
- Follow the JPJ ownership transfer guide. Motorcycles do not need the MV15 inspection for transfer, but both parties still need to verify their identity.
