JPJ Car Ownership Transfer — Step-by-Step Malaysia Guide

General information, not legal advice. Check the current rules with JPJ.

When you buy or sell a used vehicle privately in Malaysia, ownership changes only when the transfer is recorded by JPJ (Jabatan Pengangkutan Jalan, the Road Transport Department). Until then, the seller is still the legal owner, and any summons or accident involving the vehicle is linked to them. This guide covers what has to be in place before the transfer, the ways to do it, and how to pay safely around it.

Procedures and fees change. The steps below reflect JPJ and MyGOV information as of October 2026. Check the official sites before you go.

Before the transfer

JPJ will not process a transfer while the vehicle is blocked. Clear these first:

  1. Loan settled. If the vehicle is under hire purchase, the bank has a registered ownership claim. The loan must be settled and the claim removed. See how to sell a car with an outstanding loan.
  2. No blacklist. A JPJ or PDRM blacklist on the owner or the vehicle, for example for unpaid summonses, blocks the transfer. The seller can check JPJ's blacklist status online with their IC number and the plate number, and check PDRM summonses through MyBayar PDRM.
  3. Valid road tax. The online transfer requires valid road tax, so renew it if it has lapsed.
  4. Inspection report. For cars, JPJ's transfer guide requires an ownership transfer inspection. Motorcycles do not need one.
  5. Fees ready. Transfer fees are paid at the time of the transfer.

The transfer inspection (MV15)

The ownership transfer inspection used to be called B5. It is now called MV15. From 1 July 2026, the MV15 report is valid for 120 days, up from 60.

  • The inspection checks the vehicle's identity, such as the chassis and engine numbers, against JPJ's records.
  • It is done at PUSPAKOM or at another inspection centre licensed for MV15.
  • Book it, and bring the vehicle and the registration details.

The MV15 is about identity and records. It is not a full mechanical check. For condition, also read our PUSPAKOM inspection guide.

Ways to transfer

At a JPJ counter

  1. The seller and the buyer both go to a JPJ office with their ICs.
  2. Both have their fingerprints checked (biometric verification). For vehicles owned by private individuals, the registered owner and the new owner must attend in person.
  3. JPJ checks that there is no ownership claim or blacklist, and that the inspection report is valid.
  4. The fee is paid and the transfer is recorded.

Companies may send an authorised representative with the required documents. Ask JPJ for the current list.

Online through the JPJ public portal

Individual citizens and private companies can transfer online through the JPJ public portal (MySIKAP). For an individual seller:

  1. The seller's MySIKAP account must be upgraded to "ID Advance". This needs a one-time fingerprint check at a JPJ office.
  2. The seller starts the transfer online with the vehicle details and the buyer's details.
  3. The buyer logs in and confirms. The transfer takes effect when the buyer confirms.
  4. The fee is paid online. MyGOV lists RM100 for private vehicles and RM3 for motorcycles, as of 2026. Check the portal for the current amount.

Other channels

JPJ kiosks handle transfers of private motorcycles owned by citizens. Dealers use JPJ's eAuto system for transfers they handle. JPJ updates its list of channels and agents from time to time. In October 2026, for example, it suspended one collection agent. Check JPJ's announcements before you rely on a third-party service.

Do it quickly

JPJ's 2026 list of offences includes not transferring ownership within 7 days, with compounds that increase the longer it is left. Agree a transfer date before any money changes hands, and do not leave the vehicle in the seller's name "for now".

Pay safely around the transfer

For buyers

  • See the vehicle and the seller's IC in person. The name on the registration record must match.
  • Do not pay a large deposit before viewing. Read how to avoid WhatsApp scams.
  • Pay the loan settlement directly to the seller's bank, not to the seller.
  • Pay the balance on the day of the transfer, once JPJ has accepted it.

For sellers

  • Do not hand over the vehicle before the transfer is complete and the money has cleared.
  • Keep a copy of the transfer confirmation.
  • After the transfer, cancel your insurance and ask your insurer about keeping your no claim discount.
  • Check your MySIKAP account afterwards to make sure the vehicle no longer appears under your name.

Paperwork checklist

  • IC for the seller and the buyer (company documents for company-owned vehicles)
  • Vehicle ownership certificate (VOC, still often called the geran) or registration details
  • MV15 inspection report, for cars
  • Loan settlement confirmation, if there was a loan
  • Valid road tax
  • Signed sale agreement with the price, deposit and transfer date

After the transfer

The buyer should insure the vehicle in their own name before driving it, and renew road tax as needed. See road tax renewal online and car insurance renewal.
